The first four of the Ten Commandments equal one great precept. “Thou shall love the Lord thy God with all thy heart.”
 
The second part, the last six are equally important to the first, “Thou shall thy neighbor as thyself.” 
 
Thirdly they add up to man realizing who God is and who God created man to be, and the relationship the commandments have to His government or His character.
 
Jesus said, "If you love me, keep my Commandments." John 14:15

Romans 13: 1-7 paraphrased “The Clear Word” edition

Obey your government. Even though you may not always agree with those in power, human governments do have a part in God’s overall plan. They would have no such power if God did not allow it. (Vs2) Anyone who is against law and order is against what God has established. If you resist laws, you may not only find yourself opposing God, but being arrested as a lawbreaker as well. (Vs3) Generally speaking, rulers don’t arrest and punish people who are good, but those who are bad.

You don’t have to be afraid of those who rule over you unless you do evil. So do what’s good, and you will be honored. (Vs4) In this sense, law enforcement officers are serving God because they are put there to arrest and punish those who do evil. So, if you do evil, then you’re contributing to the breakdown of society, and you have good reason to be afraid. Human government is God’s agent of justice to punish those who do wrong.

(Vs5) That’s why you should be a good citizen, not only to avoid God’s displeasure, but in order to maintain a good conscience.  (Vs6) This is the same reason we pay taxes, because those who enforce the law are serving God by maintaining law and order and keeping the peace. (Vs7) So give to everyone what rightfully belongs to him, taxes to the tax collectors, custom fees to the custom officials, respect to those in authority and honor to who honor is due.     

 

 As Christians we constantly face the dual citizenship that comes from living under this world's government and the government of the Kingdom of God. The Christian is to be a good citizen of whatever government that hold the reins of power, that makes and enforces the rules and laws of our particular country. Their is no excuse to be a law breaker, no matter our personal view point. Since the Commandments of God is of a much higher moral standard than those of man, we should always find it easy to live within the laws of the land. If the Laws of the land conflict with the Laws of God, I would rather be safe on the side of God. "Thus say the State" or "Thus say the Church" at best, is second to a " Thus say the WORD of God" to the Christian

When man realize his fallen state or guilt of offending God’s Law, by the Spirit of God leading him to repentance, the first step is made. The accepting of God’s grace, mercy and forgiveness is the second stage of the born again experience. Thirdly the obedience to God’s commands is the witness or outward showing of the spiritual birth through faith in the Word of God. The natural flow is to Love the Law of God, then the Law of the Land and the Laws of Mental and Physical Health. When we love the Word of God first, to love our fellow man is natural, the offender becomes theXoffender (us) and theXoffender loves theXoffenders (them) this is the witness. Only as we love God supremely is it possible to love other ex-offenders impartially.

The Law of Regeneration is applied to the Mental, Social, Physical and Spiritual Health. Each of the eight principles is used as assessment tools. The process is to meet the needs and build on the strengths found. When practiced they serve naturally as an overflow in others lives.
